Palea
The inner bract of a floret; the bract enclosing the crease side of a kernel or the bract opposite the lemma.
Palisade
A barrier
Perched beach
A beach retained above the otherwise normal profile level by a submerged sill
Perennial plant
A plant that may or may not start from seed, may or may not produce seed, and requires more than two years to complete its life cycle.
Performance Test
A test that simulates as closely as practicable selected conditions experienced in the field and which can be used in design
Permanent Rolled Erosion Control Products
For applications where natural vegetation alone will not sustain expected flow conditions and/or provide sufficient long-term erosion protection, furnish a permanent rolled erosion control product with the necessary performance properties to effectively control erosion and reinforce vegetation under the expected long-term site conditions
Permitting Authority
The United States Environmental Protection Agency (EPA), a Regional Administrator of the Environmental Protection Agency, or an authorized representative. Under the Clean Water Act, most states are authorized to implement the NPDES permit program. State Authorization Process describes the process for authorizing states to implement the NPDES permit program.
pH
A measure of the hydrogen ion concentration of water or wastewater; expressed as the negative log of the hydrogen ion concentration in mg/l. A pH of 7 is neutral. A pH less than 7 is acidic, and a pH greater than 7 is basic.
Photodegradable
Materials that are not resistant to ultraviolet radiation and therefore break down
relatively quickly when exposed to sunlight
Pile
A long, heavy timber, pipe, or section of concrete or metal to be driven or jetted
into the earth or seabed to serve as a support for a bulkhead
