Official Government Report
In many countries, an official report setting out government policy on an issue to be voted on by the country's legislature.
Open WeaveTextile (OWT)
A temporary degradable rolled erosion control product composed of processed natural or polymer yarns woven into a matrix, used to provide erosion control and facilitate vegetation establishment
Operator/Owner
For the purpose of the 2003 Construction General Permit and in the context of stormwater associated with construction activity, any party associated with a construction project that meets either of the following two criteria:
  • The party has operational control over construction plans and specifications, including the ability to make modifications to those plans and specifications
  • The party has day-to-day operational control of those activities at a project which are necessary to ensure compliance with a SWPPP for the site or other permit conditions (e.g., authorized to direct workers at a site to carry out activities required by the SWPPP or comply with other permit conditions).
  • Overbank drainage
    Water flow over top bank and down the slope
    Overseeding
    Seeding into a dormant turf with cool season turfgrass in order to provide a
    playable surface (on a golf course) during winter months in the South, or for
    aesthetics
    Overseeding
    Seeding into an existing turf. See also winter overseeding.
    Overtopping
    The passing of water over the top of a natural or artificial structure as a result of
    wave runup or surge
    Ovule
    Structure that, when fertilized, develops into a seed.
